Bontoc, Mountain Province – To level-up the bar of excellence among the Sangguniang Kabataan (SK) in the 16 barangays of the capital town, the municipal government came up with a Search for the Most Outstanding SK in the municipality of Bontoc.
The Sangguniang Bayan passed an ordinance institutionalizing the search known as “Gawad Sa Huwarang Pamamahala ng Kabataan Award” to promote and practice the principles of good youth governance in the barangay.

The “Gawad Sa Huwarang Pamamahala ng Kabataan Award” aims to recognize deserving SK who have demonstrated exemplary performance of their duties and functions that greatly contributed to the achievement of sustainable and inclusive socio-economic development in their respective communities. It is a continuing commitment of the SK to continually improve their performance. Also, the “Gawad Sa Huwarang Pamamahala ng Kabataan Award” shall serve as a monitoring and evaluation mechanism on policy compliance of the Sangguniang Kabataan.
The incentives for the awardees to the Gawad Sa Huwarang Pamamahala ng Kabataan Awardee include a plaque and P30,000, P20,000 and P10,000 for the first prize, second prize and third prizes, respectively.
A committee chaired by Bontoc Mayor Franklin Odsey was organized to ensure proper, effective, and efficient implementation of the “Gawad Sa Huwarang Pamamahala ng Kabataan Award”.
The criteria for the selection of candidates in the search include leadership, management, creativeness and innovativeness, integrity, transparency, accountability, and ethics and values.
Recognizing the important role of the youth in nation-building, the mayor immediately approved the ordinance and has allocated P100, 000 for this purpose.
The ordinance was sponsored by Municipal SK Federation President Sherwin Chamkas.
