A former member of the Philippine National Police was arrested last night by anti-narcotics agents from the Philippine Drug Enforcement Agency Baguio Unit and local police during a sting operation along Laubach Road, Baguio City.
Carlos Salviejo Lagayan alias Mang C, 69 years old, resident of Slaughter Compound, Baguio City and a former Senior Police Officer 4 of the PNP was arrested for selling two transparent plastic sachets containing suspected shabu worth P20,000 to a poseur-buyer.
Upon his arrest, Lagayan yielded four more sachets containing suspected shabu and the buy-bust money.
It can be recalled that Lagayan was previously arrested when he was still active in service for violation of Republic Act Number 6425 or the “Dangerous Drugs Act of 1972”. He was convicted by the lower court but was acquitted on appeal.
The suspect is temporarily detained at the PDEA-CAR jail facility pending the filing of appropriate cases for violating Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs) of Republic Act Number 9165 otherwise known as the “Comprehensive Dangerous Drugs Act of 2002”.
His arrest shows that Lagayan did not stop his illegal drug activities despite his acquittal of a previous case for drug peddling.
