SABANGAN, Mountain Province – Former Mayor Jupiter C. Dominguez will build on his previous achievements as his tool for a better performance once given a chance by the people of the province to serve as their representative of the lone district. Dominguez will bank on his 6-year experience as the local chief executive of the municipality from 2001-2007 that paved the way for him to garner numerous awards, one of which is the Most Outstanding Municipal Mayor of the Philippines that was conferred by the Senate, the Department of the Interior and Local Government (DILG), the University of the Philippines (UP) and La Salle.
He pioneered the implementation of his GODSPEED e-Sabangan executive-legislative flagship program that focused on governance, office administration, developmental priorities, social services, peace and order, environmental management, economic development and documentation of performance.
On governance, it is a dynamic development road map that focuses on strategic leadership, participatory governance and convergence where the same earned for the local government its reputation as Most Outstanding Municipality of Mountain Province for 2 years in a row from 2004-2005.
Further, a general ordinance was enacted and included all existing and relevant administrative and non-revenue ordinances of the municipality aside from the establishment of a legislative tracking system that served as a tool that allows users to access available information about the local government’s processes.
On office administration, Dominguez was able to make the local government responsive to the needs of the e-Sabangan through his pro-people policy aside from embarking on consultative management that earned him a Hall of Fame Award for the DILG-sponsored Awards for Partners in Development in 2006, apart from garnering the aforesaid recognition in 2003, 2004 and 2005. Moreover, the same catapulted Dominguez to be adjudged the Most Outstanding Public Official of Mountain Province in 2005.
On developmental priorities, Sabangan became the only municipality in Mountain Province then that was able to craft its comprehensive land use plan (CLUP) aside from the empowered local development council as evidenced by the success of flagship programs as reflected in the annual investment plan with the support of functional codes, impact projects and flagship projects with basic infrastructure projects that were in place.
On social services, his leadership was highlighted with priorities that had been focused on health and nutrition, education, youth and sports development, e-Sabangan empowerment through capability development and aggressive civil registration program.
On peace and order, he was able to build a safe community with the support of an effective local peace and order council, functional public safety plan, effective networking that resulted to the construction of a municipal police station and the grant of police car and the professionalization of barangay tanod and members of the Lupon Tagapamayapa.
On environmental management, there was a functional municipal ecological solid waste management board, formulation of an ecological solid waste management plan that was supported by a solid waste ordinance and the passage of the municipal environment code that mandated the conduct of a monthly cleanup drive and search for cleanest and greenest barangays.
On economic development, Dominguez was able to initiate the development of agriculture and fisheries, promote business enterprise and industry, increase in annual income, institutionalization of the One Town One Product program, initiated livelihood programs, provided investment incentives and enhancement of the delivery of basic services of the local government.
On documentation of performance, the awards conferred to former Mayor Dominguez speaks well that with proper documentation, achievements will speak well of a good performance that will help in satisfying the needs of the people from the different parts of the province wanting to be given the appropriate support for them to be empowered to become productive citizens of the communities where they belong.
