TABUK CITY, Kalinga – The elected Sangguniang Kabataan (SK) officials in the city were reminded of their possible projects this year and the upcoming year to refrain from planning to propose infrastructure projects in their respective barangays during their training workshop on planning and budgeting held on January 12, 2024, at the Function Hall, 3rd Floor, City Hall Building.
According to Kalinga Board Member Glen Julius Amla, one of the resource speakers during the training, the programs and projects of SKs have limited resources, comprising 10% of their barangay annual budget.
Amla emphasized, “Haan kayo mabalin nga ag-project iti construction of bridges, construction of roads, not to focus on infrastructure, bagi ti barangay, city, ken province dagita.”
“Ti pondo yu ket mapan iti sports, clean and green brigade, trainings and seminars, benchmarking ken dadduma pay. Dakayu nga SK ipapati yu iti trabaho yu,” Amla added.
In addition, city local government officer Helen Lacuesta said that the SK officials have to manage their finances well for projects and programs that are necessary and desirable in their respective communities.
She explained that they need to include in their annual budget all the possible programs or activities they will have to concentrate on; otherwise, they cannot just spend any funds outside of their work and financial plan.
During the training, Baldo Garnace Jr. from the City Planning and Development Office (CPDO) lectured on planning and conducted a workshop on how to make Local Youth Development Plan and the Annual Barangay Youth Investment Program. Additionally, Benjamin Ramos from the City Accounting Office (CAO) lectured on the disbursement and liquidation process and workshop. The budgeting process was also discussed by the City Budget Office.
The activity was initiated by the city government through the City Special Concerns and Coordinating Office (CSCCO) in collaboration with the DILG, CPDO, CAO, and the City Budget Office.
Other guests present are SK Federation President Andrea Dapne Amla, CSCCO Head Glen Wansi, youth development officer Gkachay Claver, and former SK Federation President Bernice Barcellano. By Ian Jefrey Addatu
