BAGUIO CITY – The Regional Association of Treasurers and Assessors of the Cordillera Administrative Region (CAR), in coordination with the Bureau of Local Government Finance (BLGF)-CAR headed by BLGF-CAR OIC Regional Director Erwina Grace P. Morales, recently wrapped up another successful year-end training and performance assessment.
Provincial Treasurer Rafael L. Lingbanan, Jr., Provincial Assessor Marjorie Q. Kiat-ong and other Mountain Province’s awardees received the awards.
According to Lingbanan and Kiat-ong, the annual training and assessment aims to bring together key officials from the provincial and municipal government to assess the previous year’s financial performance and chart a course for the future. It provides an invaluable opportunity for the Provincial Treasury and assessors to recognize and celebrate the outstanding achievements of the provincial government as well as other deserving provinces and municipalities.
They, too, shared that the event underscored the importance of financial management, transparency, and effective governance in ensuring the fiscal resilience and financial growth of the region.
“This year’s year-end training and performance assessment, which came with a theme, “Strengthening Fiscal Resilience and Promoting Financial Growth,” served as a platform to celebrate the achievements and inspire continuous improvement in financial management and assessment practices; therefore, setting the stage for a prosperous and financially resilient future for the provincial government and beyond,” Lingbanan said.
He further said that one of the highlights of the program was the recognition of provinces and municipalities that excelled in various financial categories where Mountain Province (MP) emerged as a standout, receiving several awards.
MP achieved a remarkable 2nd place in both collection efficiency and locally sourced revenue, highlighting their commitment to financial excellence and effective revenue generation.
Furthermore, A Certificate of Achievement was awarded to MP while a Certificate of Commendation was awarded to Lingbanan and MP eSRE Focal Person Lyn S. Killip in recognition of their valuable effort in the prompt preparation of eSRE reports, which was recognized as the 1st province in the CAR to complete the submission of treasury and budget reports.
Meanwhile, a Certificate of Commendation was awarded to the Provincial Assessor’s Office headed by Kiat-ong and all the ten municipal assessor offices of MP for the timely submission of their complete quarterly report on real property assessment.
Furthermore, the municipality of Sagada ranked number one in the collection efficiency of locally sourced revenue among all municipalities of the Cordillera Administrative Region.
Following the awarding ceremony, participants of the event showcased their artistic talents in choral competition where MP proudly earned the distinction as 2nd runner up, adding another feather to their cap.
